Always the second full weekend in March.
Note: The change to Daylight Saving Time occurs during the contest period.
Total Operating Time is stated as 24 Hours from Start to Finish.
The instructions given on the Idaho QSO Party webpage seem to say — ignore the time change by turning off any automatic time updates in your logging PC.
